Quang for many years, but also has a much more important position – It can be compared, if assistant Pham Thai Ha is the “treasurer” of former National Assembly Chairman Vuong Dinh Hue, then secretary Nguyen Minh Phuong is the “treasurer” of Quang, including the time Quang had not yet become minister.

Specifically, Hai Duong Provincial Police Director Colonel Bui Quang Binh (born in 1978, from Thai Binh) gave Phuong $15 million to help him get a job as Director of Department A04 (Department of Economic Security). The current Director is Lieutenant General Nguyen Dinh Thuan (from Ha Nam) – Thuan has the nickname “Thich De Doa/willing to threatening” because he often threatens to prosecute and arrest state-owned enterprises. Because of that, Thuan is involved in many scandals related to extortion of enterprises, including the case involving Nguyen Van Hau (Hau Phao), Thuan is currently awaiting disciplinary action and is likely to be expelled from the police force.
It is worth noting that Colonel Binh was expelled from school and sent to drug rehabilitation for 2 years and 6 months while he was a student at the People’s Police College. After “reformed,” Binh was sponsored by Senior Lieutenant General Nguyen Khanh Toan, former Permanent Deputy Minister of the Ministry of Public Security, to continue studying.
Back to the story of the “Crown Prince of the Ministry of Public Security” Nguyen Minh Phuong. After the incident of bringing a polar bear paw to Vietnam was discovered by the Russian security at the airport, Phuong wrote a report, in which Phuong explained that the polar bear paw seized by the Russian Federal Security Service was a gift box given by a Vietnamese living in Russia but Phuong and Minister Quang did not know what was inside.

According to the explanation of a retired general at the Ministry of Public Security, there is a special relationship between Major General Nguyen Ngoc Lam and Colonel Phuong. Before becoming Deputy Minister of Public Security, still holding the position of Director of Department C03 (Department of Police Investigation of Crimes of Corruption, Economy, and Smuggling), Lam gave Phuong the privilege of manipulating criminal cases at Department C03 and having the right to deeply intervene in the legal records of the defendants.
Currently, Lam and Phuong are colluding with each other to “surround” Quang like two pincers tightening. From now on, the positions in the police force will be arranged by these two guys so Quang will only have to receive money and sign the appointment. From there, a class of corrupt and ignorant officials will be born, sooner or later it will cause disasters for the country that the people will have to bear.
